Public Announcement on BPI Standards

 

The Building Performance Institute (BPI) has initiated a professional approach to the development and upkeep of the BPI Standards.  The BPI Board of Directors has approved changes to the standards development process that will follow ISO/ANSI procedures and allow BPI to seek ISO/ANSI accreditation as a standards development organization.

 

While the current standards development process has served BPI since its inception, the new process will be more formally structured. A Standards Technical Committee will be appointed to review and take action on proposals and comments from the general public, with updates to the standards made annually.

 

The following process description and calendar provide an overview of the new structure, and the formal procedures can be found here.

Steps in the process and tentative calendar of events:

1.       The BPI Board of Directors shall appoint a five-member Standards Management Board , which will

o        Report to the BPI Board of Directors

o        Establish criteria for selection of the nine-member Standards Technical Committee (STC)

o        Accept applications for appointment to the STC for a two-month period beginning Oct. 1, 2007 and closing November 30, 2007

o        Appoint the nine-member STC.  Appointments to be announced by Dec. 15, 2007

o        Oversee the actions of the STC

o        Ensure that the STC follows proper ISO/ANSI standards development procedures Grant final approval of the revisions to the standards submitted by the STC

2.                                                       The Standards Technical Committee will convene in January, 2008.  The Committee shall appoint subcommittees for various technical areas and/or working groups to focus on individual standards, and will establish a calendar of meetings and deadlines for the subcommittees and working groups.

3.                               Proposals from the public for inclusion and consideration by the TC may be submitted until March 31 to be considered in that calendar year.

4.                               The STC will review existing BPI standards, proposals for new standards, and proposals for updating existing standards each year.  The STC shall post on the BPI website all work items and all BPI standards when developed / updated for public comment by July 31 of each year.

5.                               Public comments regarding the new BPI standards or proposed changes to the BPI standards will be accepted for review and response by the STC until September 30 of each year.  Comments may be submitted via the BPI website, e-mail, or paper submission.

6.                               Responses to public comments and final publication of the standards by the STC will be due November 30 of each year

7.                               The Standards Management Board will verify that the Standards Technical Committee has properly followed ISO/ANSI procedures and approves final actions of the Standards Technical Committee.

8.                               Revisions to standards take effect January 1, of each year. 

 

Calendar of events:

o        Oct. 1, 2007 - November 1, 2007: Acceptance of applications for appointment to the STC by the Standards Management Board.

o        November 30, 2007: Application period for STC membership closes 

o        Dec. 15, 2007: Announcement of Appointees to the nine-member STC.

o        January 1, 2008: Standards Technical Committee term begins

o        January 1 - March 31, 2008: Standards Technical Committee appoints subcommittees and working groups, groups begin working on projects

o        March 31, 2008: Proposals from public for changes to or inclusion in the standards are due to the BPI Standards Technical Committee

o        July 31, 2008: Proposed draft changes to standards due from the STC and posted to the BPI website

o        September 30, 2008: Public comments due to the Standards Technical Committee via BPI website, e-mail, or paper.

o        September 30 - November 30, 2008: Standards Technical Committee considers and addresses all public comments, makes final changes and edits to proposed standards.

o        November 30, 2008: Standards Technical Committee presents final product to Standards Management Board for approval and verification of conformance with all required ISO/ANSI procedures

o        January 1, 2009: New standards go into effect
